Upto 20 km, the calls are treated as local calls. This is the tariff Trai had fixed as cap way back in 2015. There is a lack of transparency for NLD revenues of these two operators and this raises concerns of under-payments to govern- ment. What is the motivation for the two operators to fix a hyper NLD tariff. Is it a ploy or an internal jugglery to escape payment of spectrum usage charges (SUC), which is payable by all the telcos at the rate of 5 per cent of their AGR. Are they shifting the revenue of access services to NLD services because under NLD licenses, SUC is not chargeable. All these are relevant questions which are required to be answered in any examination of the AGR issue. We tried to calculate how much revenue they must have diverted from access services to NLD services. A rough calculation for the last three years is shown in a table at page 37 which pegs the avoided amount at Rs 1,427 crore by Bharti Airtel and Rs 2,690 crore by Vodafone Idea.
